Should India Strike Terrorist Targets in Pakistan

The recently Mumbai terror attacks bring to live Obama’s unilateral pre-emptive war remarks. During the Democratic primary, the then senator of Illinois said in reference to threats terrorist camps in Pakistan pose to U.S. and its interests, “If we have actionable intelligence about high-value terrorist targets and President Musharraf won't act, we will [with or without Pakistan’s consent].” Does India has that same right to unilaterally strike (when facing inevitable though not imminent threats) terrorist targets in Pakistan? or even better, should the two nuclear armed neighbors brush off their bitter rivalry and team up to root out their common enemy--terrorism? Terrorism is driven by ideology and passion rather than common sense and it has no borders. An Indian Jihadist is a brother to a Pakistani Jihadist and an enemy to a secular Pakistani. Terrorists share a common philosophy: to institute a united expansionist Islamist state where entire populations submit to. Where Sharia is the rule of law and democracy and free speech is oppressed. Where men are the enforcers of the law and women, the disenfranchised.
